I usually make my necks without any fret locators at all. I mark out the 3-5-7- & 12 on the edge of the neck and use a slide.  My question is can I just burn on the fret locations on the neck and not use actual fret wire.  Will it play as if it did have wire frets for making chords?

you can, but it will take a lot of practice. it will be like playing violin or cello or other stringed instrument . frets make it easy because all you have to do is press somewhere behind the fret for it to be in tune. on a fretless you have to press the string exactly over where the fret would be. 

its not impossible there are fretless 6 string guitars and fretless bass guitars..  you can still play it with a slide if things dont work out..
