Anyone have any good methods of finishing or sealing the wood of the neck on the cheap?

Sanding sealer. But don't use it like the instructions say.
Apply with a cloth and immediatley remove excess.
Let dry 15-20 minutes ... repeat.
Adds very little color, but does bring out the grain, natural beauty of the wood and leaves a satiny finish .... 2 coats is all I use.
One $7 can do a whole lotta necks.

Deft brand Clear Wood Finish -- Gloss(~$11/qt can and ~$6/aerosol can at lowes). buy the qt can, apply about 4-6 thick coats, sand with 400 grit, use the spray version of 2-3 coats until you get a HI gloss shine. Follow with polish/buff as needed.

Deft is a Nitro-Cellulose clear coat as opposed to polyurethane. Dries to touch in <20 minutes (given low humidity). CAUTION -- has noxious solvents!

My apologies if this is a stupid question, but a clear finish would go on after a staining, yes?

And man it looks like G-L-A-S-S and is SOOOOOOO easy to do. I love it.

If I wanted to stain before the finish, any precautions in applying the Deft?
I pick up a rock and rub it along the neck until smooth.
As far as neck finishes go, I prefer Birchwood Casey's TRU OIL, a gun stock clear finish, for my necks. It provides a nice satin "French polish" like finish which I prefer, and is pretty much fool proof to apply.
Olive oil, done a couple of basic CBG's like this, sanded until smooth with 1200 wet&dry sandpaper, then just simple olive oil, looked great and added "color" to the wood. Also done one with decking oil too.. both seem ok so far, not a gloss finish but looked good and protected the wood too..
I haven't tried Deft yet, but I've been using store brand clear Lacquer and love it. Very easy to apply, dries fast and hard. I can do 3 coats in a day and it's ready to play the next morning. Very handy when you're trying to get a build done for a show or a customer. Looks great, too. +1 on the nasty chems, though. I've only ever used it spraying outside with the wind at my back, not sure what I'll do in the winter. Maybe I need a spray hood!
I have been using tung oil finish, just rub it on waith till dry (overnite) buff apply another coat, repeat till you like the finish. It never gets a real gloss finish but its smooth and nice to play, and you can touch it up with another coat anytime. Steel wool works well between coats for a smooth finish.
Eeeeee, dunno. Haven't done that yet. Prolly test on a scrap
