Yes it is a jubilee clip and they work by cutting through a clip 2/3rds of the way around from the worm gear, flatten it out drill a 4mm hole at opposite ends of the now flat j-clip.  Bend the shorter tag to a right angle which lets you fix it with a screw.  the other end you need a pan head machine screw, make a little flat spot right near the head then drill a 2mmhole through it.  Your string gets threaded through the hole in the screw, then you put the screw through the hole in the other tag end of the j-clip add a spring washer and nut tighten the up .  hope this helps
