Yes, you are right. I build many of my CBGs as four stringers, and use the middle four strings from standard 6 string guitar set (ADGB) and tune the G string down a half step or semi-tone to F#. Of course there are a couple other ukulele tunings, nut the ADF#B is great...and yes, 25.5" scale length is fine.

My uke is tuned to GCEA but sounds like the general principle is correct.

 

This wasn't the original plan, but I think CBG #2 is about to get 4 strings ...

A note is a note, it's just a question of which octave the note is in. So yes, you can make the same chords using the same fingerings but lower in pitch.
