Chord Chart Explained

I found this chart in another post but I'm confused. I thought open circles mean the string is played open. Can someone explain how to play the chords like G(IV) and F# that have open circles on the same strings as closed circles?

The open circles are optional strings. Solids are the ones you play. I had a little trouble with that one myself.
