@ Mike - lol, no horse... green polo shirt and baseball hat type thing. She seemed to enjoy her job! Yeah I've found my squeaky wheel and have resisted sounding angry and sarcastic..polite but persistent!!

A "Street Ranger"?  Do they wear smokey the bear hats, riding boots and ride a horse?  The way you overcome the bureaucracy is by becoming the friendly squeaky wheel.  Fine someone on the council and ask for their help, and when they send you to someone else and it doesn't work go back to them every time.  After a while, I promise they will get you a answer just to get rid of you -- just make sure that you always keep it friendly and polite.

As Petrolian says, a bit patronising, but publicity none the less. At least you got a chance to be heard on radio, which is more than most of us will do (good thing in my case). Furthering the cause in Cambridge. Well done.
