I read the passage as two fold. there is a broken world of lost souls calling to God only in time of trouble but really doesn't understand the Gospel(good news) of salvation.

The second part is the ones who know the savior and know the good news(gospel).

Their marching orders being sent  is to go and preach tell the good news.

Christ came to save the world not condemn the world through the cross.

How can they tell the good news, when they are sin, them are pretty strong words J, is that asuming or stating, you have a strong and beautifull singing voice my man, and your electrified Brickhouse is singing soulfull , but something in your Original is not getting treu, are we acused or forgiven? ill have a read in Romans 10:14-15 and see what your on about !
