sparky? some of us need more info. Jeff, my thoughts also, but why on/off/on with the same circuit? and the cap? also can anyone say "Single pole double throw center off" ten times fast?

I’d say that cap is there to keep it from being switched on by mistake . Or to be switched on and capped to stop from turning off ..
