There is a guy sells inlaid fretboards on e-bay like this - and other bits too.
Yeah, you cut the slots to put frets on it, carefully, going right thru the inlay and everything.
He also sells them ready-cut or ready-fretted, but gives no indication of the scale length he frets them for !
I used one a couple of years ago - not quite as richly ornate as the one you have shown - to change the fretboard on a cheap mandolin from flat to curved. It looked pretty nice and played better too.
Just be careful - it would be a shame to spoil it.

I purchased one from this guy , and wow what great quality!!!!!!!!! I am going to make mine fretless. Everything I purchased from hime was of the highest quility.
I don't think the guy from Vietnam is as good, but I have not purched from there just going by his macro photos..
