I have 2 little speakers from an old TV that I would like to build into one amp. Both are 8 ohm. Assuming one of the little Gitty 9V, 2.5W amp circuits, am I better off wiring them in parallel, for 4 ohms total or in series for 16?

according to the LM386 datasheet it can drive a load from 4 to 32 ohms. so either way would work. you will get more power with the 4 ohm load .

Those little amps will handle 4ohm, 8ohm or 16 ohm well. If the amp has 2 channels, then wire them straight into each channel, if one channel then wire them in parallel  for a 4ohm load. Don't do the series, the amp might handle it, but the speakers would rag out quick in my opinion.

what do you mean "rag out "? in series the speakers will only pass half the current and will be under driven

The speakers from the TV will be fine for their ohm rated output or less, but doubling their ohm output will damage the speaker coils(rag out) after a short time. Causing them to distort at all levels of volume and generally sound like arse.
