Nope. I get used necks from different buy and sell places. I buy old guitars that are cheap and take them apart. Brand new necks cost too much. I can buy old guitars for cheaper then it would cost for me to buy necks.
I have not got the skills yet to make my own necks but who knows down the road I might just start making my own.
