I was gonna try to play music with this old uke but when I put on standard friction tuners on it the neck didn't seem too stable due to the slimness of the headstock area and it's age. So I took them off and just put back on the original 2 stings and wooden tuners that were found with the instrument.

There is a resin compound that instrument makers (violins, lutes etc.) use to solve this problem with old string instruments whose tuning pegs are loose due to wear. I don't know a specific make or source bur some research on the Net will yield something I am sure.
